Plan of Accomplishment

To accomplish agency tasks presented under a MOBIS contract, the KeySource Group will bring to bear the best commercial practices developed through 20 years as executive leaders with Best-in-Class Fortune 500 corporations and, as the KeySource Group, honed through the successful execution of 102 Subtasks (SIN's) associated with 29 projects completed in the past three years. These practices include: clarity and unity of purpose, prioritization, benchmarking, risk management and mitigation and the use of results-based performance metrics, projectization and rigorous quality control executed on a secure online remote client interface.

Organizational and Accounting Controls: KeySource Process

MOBIS contracts will be executed under our project management system, PRIME© (Project Resource Integrated Management Enterprise) with a KeySource Project Manager supported by a team of subject matter experts tailored to enhance efficiency and provide value-added service. PRIME includes proven organizational and accounting controls, and integrated project scheduling to define critical milestones, measure internal performance and assure quality.

Quality Measures

This projectized approach begins with a clear definition of customer success, prioritization of objectives, delineation of schedule and budget constraints, and a shared vision of both the desired outcome and the optimum process. At the kick-off meeting, we will assist the lead Federal Executive and the agency team in clearly defining the success of the project. Initially this definition may include qualitative and subjective descriptions.

Next, we will facilitate the clear articulation of the project's goals and the objectives required to reach each of those goals; ensure that we understand all milestones, as well as the firm end dates for deliverables; clarify budget issues and begin to develop opportunities for cost savings.

Having defined success, we will incorporate all client-specified performance metrics, develop additional quality measures and facilitate the prioritization of those measures. These quality measures serve as the benchmark for the overall contract and all task orders and will be applied and evaluated by the Project Manager and audited by the Principal Sponsor and KeySource Business Manager at pre-defined milestones, before being presented as part of scheduled client updates. As with all contract and project requirements, these flow down to all KeySource subcontractors.

Organized for Success

The KeySource Group is appropriately sized to provide an excellent return on investment while maintaining substantial bench strength in an array of technical skills. Our staffing flex option includes 38 subject matter experts that are available through established strategic alliances and joint venture agreements and can be readily activated through an established suite of sub-contracting documents. In addition, human capital investment and talent recruitment are core competencies: our affiliate, KeySource HCI (Human Capital Investment) provides a steady source of specialized talent.

With the project requirements in mind, the KeySource team will itemize, review and then marshal the resources required, and staff the project organization. This includes an intake-inventory and decaling of all government furnished equipment. Frequently KeySource personnel are integrated into teams including client personnel and, on occasion, other subcontractors. KeySource has extensive experience operating in either lead or support roles for team mission achievement.

Accounting Controls

Our Cost-Schedule Control System, which is modeled after federal guidelines for accuracy and traceability, combines MS Project, QuickBooks Premier Software package (with internal consistency alert features) and KeyTrack©, our Excel-based timesheet and project accounting tool. This system is further complemented by an internal audit system that has triple-checks built into the process for each contract or project: 1) Business Manager line-item review and reconciliation 2) Project Manager task order review and reconciliation 3) Principal project-to-date review and approval.

Inputs to this secure web-based interface include: direct costs, travel vouchers, subcontractor invoices, timesheets, work complete updates and quality and performance objectives met, and inventory data of all government furnished equipment.

Project Closeout: Continuous Improvement

At the conclusion of each project, we seek client feedback to ensure mission completion and goal achievement. Quality and performance deliverables, for the overall contract and individual task orders may include: actual timeline status and forecast schedules, actual project-to-date and forecast costs, objectives met, quality scores, and efficiency measures. These are summarized in tables, graphs and Gannt charts, evaluated for process improvements and presented to the client through regularly scheduled updates. At Project Closeout, these summary reports will be aggregated, reviewed with the client for lessons learned and continual improvement.
